When a game receives a ton of updates on Steam but the GOG version is stale, I just assume GOG didn't feel like dedicating the resources to packaging and publishing the update in a timely fashion. That right there is enough to result in GOG customers feeling like they aren't getting the same level of support as Steam customers do. GOG packages up new releases themselves and it's entirely up to them whether they even feel like packaging up and releasing updates you send them, or the time frame in which they do it.
